Description
Waste Policy Armenia (WPA) is a 4-year Program aimed at improving Armenia’s waste management sector capacity to implement more environmentally sound waste management practices through:
- Providing technical assistance to RA Government in developing and adopting Extended Producer Responsibility (EPR) legislation for several specific waste streams in line with EU Waste legislation and best practices (Program Component 1);
- Providing technical assistance to RA Government in developing a national model on waste source separation and introducing it as a system in a pilot municipality (Program Component 2);
- Building sector capacities to implement Component 1 and Component 2, as well as to scale up the achieved results (Program Component 3).
The Program supports the implementation of several provisions set in the Comprehensive and Enhanced Partnership Agreement (CEPA) signed between EU and RA, as well as several provisions regarding “Waste management strategy and its implementation action plan” of the RA Government Program for 2021-2026.
The Program’s principal partners and beneficiaries are the RA Ministry of Environment (MoE), RA Ministry of Territorial Administration and Infrastructure (MTAI), Sevan Municipality and other municipalities to be selected from Kotayk or Gegharkunik provinces.
Responsibilities
The Program is seeking a Community Outreach Expert who will work with Program team, particularly Communications Expert and Stakeholder Engagement Expert to serve as focal point between the WPA Program, the Sevan Municipality, and local stakeholders in Sevan, playing a central role in ensuring smooth coordination and effective community engagement throughout the planning, execution, and follow-up stages of the Sevan Waste Sorting Campaign. This may include the following:
- Serve as the primary point of contact for all campaign-related communication and coordination with the Sevan Municipality, ensuring alignment between municipal partners and the WPA Program team
- Support the flow of information and facilitate collaboration between the WPA Program team, Sevan Municipality, and the local NGO partner engaged in the campaign
- Assist in organizing and coordinating campaign activities on the ground, including logistics, outreach events, public gathering efforts, and visibility actions in collaboration with the Program team
- Help mobilize community members, local institutions, and youth groups to participate in campaign initiatives, ensuring the campaign's messages are well received and understood by target audiences
- Support the Program team in engaging with local youth and women organizations, as well as public institutions, such as schools and kindergartens to build partnerships and collaborations
- Work closely with the local NGOs and support the implementation of activities, including educational outreach, volunteer coordination, and post-event follow-up activities
- Regularly update the WPA Program team on progress, challenges, and community feedback.
- Support documentation and reporting related to community outreach components of the campaign
- Contribute to development and distribution of community-oriented informational materials, such as brochures, flyers, and newsletters promoting participatory sustainable waste management practices.
Deliverables
The Community Outreach Expert is expected to deliver:
- Reports on implemented community engagement activities
Requirements
- Master’s degree in communications, marketing, public relations, or a related field
- Experience in community outreach, community organizing, event planning and executing.
- Work experience in environmental sector
- Excellent knowledge of Armenian and English languages (written and verbal)
- Excellent communication and interpersonal skills, including the ability to engage with diverse communities and build strong relationships with key stakeholders
- Strong collaboration and partnership-building skills, including the ability to identify and work effectively with key stakeholders, community groups, and organizations
- Preference will be given to candidates based in Sevan or with strong familiarity with the local context and stakeholders
- Integrity and ethical standards.
