About Green Agenda Armenia Project
Green Agenda Armenia, a joint initiative of the Stockholm Environment Institute (SEI) and the AUA Acopian Center for the Environment and funded by Sweden, advances Armenia’s green transition objectives, including climate neutrality, biodiversity conservation, sustainable transportation, pollution management, sustainable economic growth, digitalisation, and just transition.
Based on a comprehensive national assessment, the project offers planning for change, development of investment proposals, offering technical assistance to government agencies, and developing capacity building programs for national authorities.
About the Position
Under the supervision of the Green Agenda Armenia Project Lead and Project Coordinator, the Policy Team Lead will be responsible for the overall coordination, quality assurance, and delivery of analytical and policy outputs under the assigned priority area. The Policy Team Lead will be the primary liaison with the responsible client agency (e.g., Ministry or implementing partner), ensuring ownership, alignment, and technical accuracy throughout the process.
Number of positions available: Up to five (5) people will be hired, each assigned to lead one of the five green transition policy planning priority areas.
Contract Duration: November 2025 to June 2026
Key Responsibilities:
- Coordinate and guide the work of junior researchers and experts in the policy focus area they lead.
- Serve as the main contact point between the project and the client agency.
- Ensure the timely planning, preparation, and submission of all deliverables.
- Participate in the design of methodology, analytical frameworks, and stakeholder engagement plans. Review and consolidate research outputs, ensuring consistency and compliance with CEPA/EU Green Deal alignment and national strategic frameworks.
- Facilitate consultations and organize dialogues with ministries, agencies, and external experts as needed.
- Draft deliverables, including synthesis notes, policy briefs, and final roadmaps/action plans.
- Ensure integration of feedback from the Project Lead, Content Lead, Coordinator, and the client agency and other stakeholders.
Deliverables
- Inception note and detailed work plan.
- Coordinated drafts and final versions of analytical documents (e.g., roadmap/action plan).
- Records/minutes of stakeholder consultations.
- Summary report highlighting key findings and recommendations.
In addition to the above, the Policy Team Lead is expected to:
- Participate in regular meetings on the project’s updates and processes
- Take part in and help coordinate focus area activities to ensure timely and quality delivery of the deliverables
Required Qualifications
- Master’s degree or higher in environmental, public policy, management, or related fields.
- Minimum 3 years of relevant experience in project coordination, research, or policy development.
- Proven experience in stakeholder coordination, preferably with government institutions.
- Strong analytical and writing skills; familiarity with EU/CEPA frameworks preferred.
- Excellent project management and task leadership skills
- Ability to work effectively with stakeholders and clients from the public sector
- Excellent command of English and Armenian.
