Program background
Waste Policy Armenia is a 4-year Program aimed at improving Armenia’s waste management sectorcapacity to implement more environmentally sound waste management practices through:
- Providing technical assistance to RA Government in developing and adopting Extended ProducerResponsibility (EPR) legislation for several specific waste streams in line with EU Waste legislationand best practices (Program Component 1);
- Providing technical assistance to RA Government in developing a national model on waste sourceseparation and introducing it as a system in a pilot municipality (Program Component 2);
- Building sector capacities to implement Component 1 and Component 2, as well as to scale up theachieved results (Program Component 3).
The Program supports the implementation of several provisions set in the Comprehensive and EnhancedPartnership Agreement (CEPA) signed between EU and RA, as well as several provisions regarding“Waste management strategy and its implementation action plan” of the RA Government Program for2021-2026.
The Program’s principal partners and beneficiaries are the RA Ministry of Environment (MoE), RAMinistry of Territorial Administration and Infrastructure (MTAI), and a target municipality to be selectedfrom Kotayk or Gegharkunik provinces.
Objective
To support the Waste Policy Armenia (WPA) program by delivering clear, engaging, and impactfulcommunications that raise public awareness, strengthen stakeholder engagement, and promotesustainable waste management practices in Armenia.
Scope of work and responsibilities
Under the supervision of the Acopian Center Director and WPA Program Manager, the Communications Specialist will:
- Implement the WPA Communications Strategy and semi-annual action plans
- Oversee the delivery of public awareness campaigns implemented both by WPA team and by the outsourced agencies, that will include the campaigns on:
o Sevan Waste Sorting
o Extended Producer Responsibility (EPR) promotion
- Produce and oversee dissemination of communication materials (digital and print)
- Manage and update social media channels related to WPA
- Coordinate with the AUA Communications Department to ensure institutional compliance
- Liaise with media, NGOs, community leaders, municipalities, and external communication partners
- Support organization and visibility of program events, workshops, and stakeholder engagements
- Track campaign effectiveness and public feedback, and adjust communications accordingly
- Ensure ethical, accurate, and responsible public communication
Deliverables and Reporting
- Submit a monthly brief report summarizing:
- Communications activities implemented
- Events supported
- Alignment with the semi-annual communications action plan
Qualifications
- Degree in communications, journalism, PR, marketing, or a related field
- 2–3 years of experience in communications or public outreach
- Experience creating content for social media, web, and public campaigns
- Strong writing skills in Armenian and English
- Ability to work independently and coordinate with diverse partners
- Experience with donor-funded or environmental projects is preferable
- Experience in sustainability, waste, or environmental topics is preferable
