Program Background
Waste Policy Armenia is a four-year program aimed at improving Armenia's waste management sector capacity to implement environmentally sound waste management practices through:
- Providing technical assistance to the RA Government in developing and adopting Extended Producer Responsibility (EPR) legislation for several priority waste streams in line with EU waste legislation and best practices (Program Component 1);
- Providing technical assistance to the RA Government in developing a national model for waste source separation and introducing it in pilot municipalities (Program Component 2);
- Building sector capacities to implement Components 1 and 2 and to scale up achieved results (Program Component 3).
The current phase of WPA was informed by market systems assessments conducted in 2021–2022, including analysis of dry recyclables in municipal solid waste, automotive acid batteries, and agricultural manure. As WPA prepares for a possible next phase, these analyses will be updated to identify the most critical systemic constraints and opportunities and to inform future programming.
Objective
To support the International Market Systems Analysis Expert and the WPA team by providing economic analysis of selected waste-related markets and contributing to the development of strategic recommendations for the next phase of the Waste Policy Armenia Program.
Scope of Work and Responsibilities
Economic analytical framework
- Support implementation of the Market Systems Analysis methodology from an economic perspective under the guidance of the International Market Systems Analysis Expert.
- Review previous WPA market systems assessments, relevant economic studies, and supporting background documentation.
- Identify key economic questions, analytical indicators, and data requirements for the selected markets.
Economic and market analysis
- Conduct economic analysis of selected waste-related markets, including market incentives, investment conditions, financing mechanisms, and business opportunities.
- Assess economic and financial constraints affecting market development, private sector participation, and investment.
- Analyze the commercial viability and scalability of selected waste management and circular economy interventions.
- Identify opportunities for improving market performance through policy, regulatory, and financial measures.
- Contribute economic inputs during stakeholder consultations and technical discussions.
Markets to be reviewed
The assignment is expected to contribute to the analysis of the following markets:
- Municipal solid waste, including recyclables, organic waste, and residual waste
- Organic waste and biomass
- WEEE and batteries
- Automotive waste, particularly tires, oils, and filters
Support from WPA
The expert will work closely with the International Market Systems Analysis Expert and the WPA team throughout the assignment.
The WPA team will provide background documentation, relevant datasets, logistical support for stakeholder consultations, and previous analytical work undertaken by AUA, WPA, and external experts. The Market Systems Economic Expert will contribute economic analysis and recommendations based on these inputs.
Deliverables
- Economic Scoping Note, including analytical approach, key economic questions, indicators, and data requirements.
- Economic Assessment of Priority Waste Markets, including analysis of market incentives, investment barriers, financing mechanisms, and recommendations for strengthening market performance and private sector engagement.
- Final Economic Contributions to the Market Systems Analysis Report, including strategic recommendations for future WPA programming and presentation of findings.
Qualifications
- Advanced degree in Economics, Finance, Development Studies, Public Policy, Environmental Economics, Circular Economy, Waste Management, or a related field.
- Proven experience in economic analysis, market assessment, investment analysis, or private sector development.
- Experience in market systems development (MSD/M4P) or value chain analysis is an asset.
- Strong analytical experience in circular economy, waste management, environmental infrastructure, or related sectors.
- Experience assessing investment environments, financing mechanisms, and market incentives.
- Experience supporting donor-funded programs is an asset.
- Experience in Eastern Europe, the South Caucasus, or comparable transition economies is highly desirable.
- Excellent written and verbal communication skills in English.
- Ability to work effectively within a multidisciplinary team and translate economic analysis into practical program recommendations.
