Program background

Waste Policy Armenia is a 4-year Program aimed at improving Armenia’s waste management sector capacity to implement more environmentally sound waste management practices through:

Component 1. Providing technical assistance to the RA Government in developing and adopting Extended Producer Responsibility (EPR) legislation for several specific waste streams in line with EU Waste legislation and best practices;

Component 2. Providing technical assistance to the RA Government in developing a national model on waste source separation and introducing it as a system in the town of Sevan and other pilot municipality; 

Component 3. Building sector capacities to implement Component 1 and Component 2, as well as to scale up the achieved results. 

The Program supports the implementation of several provisions set in the Comprehensive and Enhanced Partnership Agreement (CEPA) signed between the EU and RA, as well as several provisions regarding “Waste management strategy and its implementation action plan” of the RA Government Program for 2021-2026.

The Program’s principal partners and beneficiaries are the RA Ministry of Environment (MoE), RA Ministry of Territorial Administration and Infrastructure (MTAI), Sevan Municipality and other municipalities to be selected from Kotayk or Gegharkunik provinces.  

Scope of work

The Environmental and Social Impact Assessment (ESIA) Expert will be responsible for assessing the environmental and social sustainability of the newly developed legislation on Extended Producer Responsibility (EPR). The Law on EPR has been developed by the Program legal team in cooperation with the Ministry of Environment representatives.

 

The ESIA Expert will work on the following tasks:

• Conduct Environmental and Social Impact Assessment for the draft EPR law and related regulatory frameworks including the following tasks:-Identify potential environmental and social risks and propose mitigation measures

              -Ensure compliance with national and international environmental and social standards

              -Work closely with national authorities, private sector representatives, and local communities to ensure inclusive consultation processes

            -Support the development of guidelines and tools for environmental and social impact monitoring

            -When necessary, participate in individual meetings, travel for field assessments and stakeholder meetings

• Prepare comprehensive ESIA report, including findings and recommendations
• Ensure legal and ethical implementation of the Program activities
• Other duties and tasks that may be necessary for successful Program implementation.

Qualifications

• Master’s degree in Environmental Sciences, Social Sciences, Sustainability, Natural Resource Management, or a related fields
• Demonstrated experience/knowledge in conducting Environmental and Social Impact Assessments (ESIA), preferably in policy, regulatory frameworks, or waste management
• Experience working with national authorities, private sector representatives, and local communities on environmental and social issues
• Prior involvement in projects related to waste management is an advantage
• Strong knowledge of national and international environmental and social standards
• Experience in identifying environmental and social risks and developing mitigation measures
• Strong analytical, reporting and writing skills, including ability to produce high quality practical reports and knowledge products
• Fluency in Armenian and English; ability to write clearly and concisely in both languages
• Integrity and ethical standards; positive, with constructive attitude to work.
