Description
Objective: Provide in-depth legal expertise on Armenian legislation relating to management of chemicals, drafting of a related law, and ensuring alignment with both EU and EAEU frameworks.
The position is part of the Sweden-funded Green Agenda Armenia project’s technical assistance to the Republic of Armenia (RA) Ministry of Environment to develop Armenia’s Chemical Substances Law. The Swedish Chemical Agency (KEMI) will offer international expertise. Green Agenda Armenia is implemented by the AUA Acopian Center for the Environment and the Stockholm Environment Institute (Sweden).
Key Responsibilities:
- Work in close dialogue with the technical expert.
- Conduct legal gap analysis related to management of chemicals.
- Review and propose integrating existing legal provisions into new law and/or changing existing law to better align with new law on chemicals.
- Draft the Law “On Chemical Substances” and prepare a list of sub-legislative acts.
- Ensure compliance with Armenian legislative procedures and CEPA obligations.
- Lead legal consultations and incorporate stakeholder feedback.
- Advise on legal implications of law implementation.
Required Qualifications:
- Law degree with specialization or experience in environmental or administrative law.
- Knowledge of Armenian, EU, and EAEU legal systems.
- Experience in legislative gap analysis and policy alignment.
- Proficiency in Armenian and English.
- At least 5 years of experience in conducting legal gap analysis and drafting legislation
Expected Deliverables:
- Legal gap analysis report.
- 1st and 2nd Drafts of Law “On Chemical Substances” and list of sub-legislative acts.
- Consolidated stakeholder feedback matrix with legal commentary.
