Description
Objective: Provide technical expertise on chemical substance management tailored to Armenia’s context to inform legal drafting and harmonization with international standards.
The position is part of the Sweden-funded Green Agenda Armenia project’s technical assistance to the Republic of Armenia (RA) Ministry of Environment to develop Armenia’s Chemical Substances Law. The Swedish Chemical Agency (KEMI) will offer international expertise. Green Agenda Armenia is implemented by the AUA Acopian Center for the Environment and the Stockholm Environment Institute (Sweden).
Key Responsibilities:
- Work in close dialogue with the legal expert
- Map and analyze chemical use and regulation in Armenia, including import and production of chemical substances as well as chemicals in articles (electronics, toys, other relevant articles)
- Advise on technical feasibility and practical implementation of proposed legal measures.
- Contribute to the drafting and review of the Law “On Chemical Substances”.
- Participate in stakeholder consultations and working group discussions.
- Ensure proposed legal measures align with Armenia’s industrial and environmental realities.
- Support the development of a list of sub-legislative acts and technical annexes.
Required Qualifications:
- Master’s degree in Chemistry, Environmental Science, or related technical field.
- At least 5 years of experience in chemical safety, regulation, or policy development.
- Deep understanding of Armenia’s chemical regulatory environment.
- Experience supporting legal or technical drafting processes.
- Fluent in Armenian; English proficiency preferred.
Expected Deliverables:
- Technical background report and regulatory analysis.
- Contributions to draft law content and technical justifications.
- Participation in consultations and expert meetings documented.
- Contribution on draft law “On Chemical Substances” and sub-legislative act proposals.
